Organizational scheme

The rector is elected without competition from among full-time professors who are employed full-time in a higher education institution, for a period of three years, with the possibility of re-election, without restrictions. The rector can also be chosen from among professors - emeritus. The Rector, on the proposal of the Board of Founders, is elected and dismissed by the Council of the University "Union - Nikola Tesla" by a majority vote of the total number of members. The rector's mandate ends before the end of the term for which he was elected: - at his personal request - if he ceases to fulfill the conditions stipulated for election - by dismissal The Council can relieve the rector of his duties, with the prior consent of the Board of Founders or at the proposal of the Board of Founders, if: - he does not fulfill his duties - misuses the position - violates the provisions of the Statute, the Law and other general acts of the University - violates the code of professional ethics.

Responsibilities of the rector:

• represents and represents the University "Union - Nikola Tesla" and signs official acts and documents;
• organizes and coordinates the operations of the University "Union - Nikola Tesla" and manages it;
• responsible for educational and scientific activity at the University "Union - Nikola Tesla";
• proposes business policy and measures for its implementation;
• proposes the annual work program and development plan of the University "Union - Nikola Tesla";
• implements the decisions of the Senate, the Council of the University "Union - Nikola Tesla" and the Board of Founders;
• presides over the Senate, prepares and proposes the agenda of the Senate session;
• the ordering party is for the execution of the financial plan;
• proposes the financial plan of the University "Union - Nikola Tesla";
• proposes a business report and annual accounting of the University "Union - Nikola Tesla";
• proposes a special plan for the total budget funds of the University "Union - Nikola Tesla" and the higher education units in its composition;
• proposes a plan for using funds for investments;
• establishes units in accordance with this Statute;
• proposes a decision on the change of status, change of name and headquarters of the higher education unit and admission of new higher education and other organizations to the composition of the University "Union - Nikola Tesla" and termination of the status of the University unit;
• plans the policy of employment and engagement of teachers and associates;
• determines the conditions and procedure for granting consent for hiring a teacher at another higher education institution;
• concludes contracts on behalf of the University "Union - Nikola Tesla";
• undertakes all legal actions in the name and on behalf of the University "Union - Nikola Tesla";
• informs the Senate about the violation of the Statute and other general acts of the University "Union - Nikola Tesla", i.e. suspicions of non-compliance with the Statute and other general acts of the University "Union - Nikola Tesla" in order to take appropriate measures, as well as the measures taken in case of doubts about the legality of certain acts;
• appoints and dismisses vice-chancellors and heads of higher education units in accordance with this Statute;
• signs diplomas and additions to diplomas;
• carries out the promotion of PhDs;
• initiates the initiative and proposes solutions on issues of importance for the performance of the activities of the University "Union - Nikola Tesla";
• enacts a rulebook that determines workplaces, the type and degree of professional education and other conditions for working at a certain workplace in higher education and other units without the status of a legal entity;
• exercises the authority of the director in exercising the rights, obligations and responsibilities of employees at the University "Union - Nikola Tesla", in accordance with the law and general acts of the University "Union - Nikola Tesla";
• makes a decision on publishing a competition for the selection of teachers and associates;
• makes a decision on the appointment of commissions for the preparation of reports on registered candidates for the selection of teachers and associates
• signs work contracts, teaching contracts and copyright contracts with teachers and associates in the manner established by law;
• decides on the individual rights and obligations and responsibilities of employees at "Union - Nikola Tesla" University;
• brings solutions from the labor relations of the employees of the University "Union - Nikola Tesla" and solutions according to the requests of students;
• makes a decision on the engagement of distinguished scientists and experts, retired professors and students on graduate academic studies;
• makes a decision on hiring non-teaching staff;
• issues orders to commissions, bodies and working groups, which it forms for the elaboration of certain issues from the scope of its work;
• makes a decision on the amount of tuition fees and the prices of services of the University "Union - Nikola Tesla",
• directs and coordinates the work of the professional bodies of the University "Union - Nikola Tesla";
• decides on the number of teaching groups for lectures and exercises and coordinates the engagement of teachers and associates for teaching for each school year;
• makes a decision on the formation of internal organizational units;
• initiates proceedings in case of violation of work duties by employees of the "Union - Nikola Tesla" University and imposes disciplinary measures determined by law, the Statute and other general acts of the "Union - Nikola Tesla" University;
• gives an assessment of the teacher's ability for teaching work as well as an assessment of the work on the organization and implementation of teaching during their election or re-election, and the determination of the annual bonus;
• makes a decision on the selection of teaching assistants and makes a proposal to the Teaching and Research Council on the selection of assistants
• appoints the general secretary
• performs other tasks determined by the law, this Statute and other general acts of the University "Union - Nikola Tesla".

The administrative service performs analytical, legal and administrative tasks related to the activity of higher education, scientific work and international cooperation, as well as financial-accounting and other professional, administrative, technical and auxiliary tasks for the University. The administrative service is organized in accordance with the general act that determines the positions, type and degree of professional education, required knowledge, that is, experience and other special conditions for establishing an employment relationship in those positions, which is issued by the rector in accordance with the law. University council 

The University Council "Union - Nikola Tesla" is the governing body of the University. The Council has 11 members and consists of: 7 representatives of the University, 2 representatives of the founders and 2 representatives of the students. The mandate of the members of the Council lasts for three years. The term of office of members of the University Council from the ranks of students is three years, unless in the meantime he has lost his student status or has not been relieved of his duties by the Student Parliament of the University. The council has a president and a deputy president. The President and Deputy President are elected by the Council by majority vote of the total number of Council members. The President of the Council is elected from among the members of the Council - representatives of the founders. Jurisdiction of the Council:

• adopts the Statute of the University "Union - Nikola Tesla"
• elects and dismisses the rector of the University "Union - Nikola Tesla", at the proposal of the founder,
• makes a financial plan
• approves the business report and annual accounts
• gives consent to decisions on property management of the University "Union - Nikola Tesla"
• approves the distribution of financial resources
• makes a decision on the amount of tuition fees for studies organized by "Union - Nikola Tesla" University
• submits a business report to the Board of Founders once a year, as well as periodic reports, at the request of the Board of Founders.
• passes a general act on the disciplinary responsibility of students
• performs other tasks in accordance with the Law and the Statute.

Decisions of the Council are valid if they receive the consent of the founder.

BOARD OF FOUNDERS

makes decisions on the establishment, status changes, name and seat changes of higher education units within the "Union - Nikola Tesla" University;
makes a decision on the establishment and abolition of institutions whose founder is the "Union - Nikola Tesla" University, as well as the establishment of higher education units outside its headquarters;
gives consent to: financial plan of the University, report on operations and annual accounting, plan of use of funds for investments, decisions on management of University assets;
proposes to the University Council a candidate for the rector of the University;

SENATE

The Senate is the highest expert body of the University "Union - Nikola Tesla", presided over by the rector. The Senate has members from the ranks of teachers and consists of: rector, vice-rectors, deans. 20% student representatives from the number of members of the Senate, who are elected by the Student Parliament of the University, participate in the discussion and decision-making on issues related to the quality assurance of teaching, the reform of study programs, the analysis of study efficiency and the determination of the number of ESPB points in the work of the Senate of the University "Union - Nikola Tesla". Union - Nikola Tesla". The mandate of members of the Senate lasts for 3 years. The mandate of the representatives of the Student Parliament lasts for 1 year. The procedure for dismissing a member of the Senate is the same as the procedure for his election. The Senate decides by a majority vote of the total number of members, by public vote, unless a different majority or a secret vote is prescribed by this Statute. When the Senate decides on the appointment to the position and the objection to the decision on the appointment to the position of teacher, at least two-thirds of the members must be present at the session, and to decide on other issues, the required majority for the work of the Senate is more than half of the members of the Senate. Responsibilities of the Senate:

• decides on issues of teaching, scientific and professional activities of the University "Union - Nikola Tesla";
• makes a decision on the structure and manner of adopting study programs;
• adopts study programs including study programs for obtaining a joint diploma;
• determines the narrower scientific areas from which the teacher is selected, based on the initial proposal and the proposal determined by the faculty's teaching-scientific councils;
• conducts selections for teaching positions at the University "Union - Nikola Tesla";
• more closely regulates the rules of studies conducted at the University "Union - Nikola Tesla";
• more closely regulates the way of realizing the distance learning program that is conducted at the University "Union - Nikola Tesla";
• decides on the conditions, method and procedure of realization of the education program throughout life;
• defines bodies and procedures related to monitoring, ensuring, improving and developing the quality of study programs, teaching and working conditions;
• implements a unique policy, the goal of which is to constantly improve the quality of teaching and improve scientific research work;
• prescribes the method and procedure of self-evaluation;
• passes a general act on the criteria and conditions for transferring ESPB points;
• passes a general act and decides on the recognition of a foreign higher education certificate;
• passes a general act on the manner and procedure of establishing an employment relationship and obtaining the title of teacher;
• passes a general act on closer conditions for selection to the position of teacher and associate;
• adopts the Code of Professional Ethics;
• adopts a general act on the conditions and method of taking into account the opinions of students when evaluating the results of the teacher's pedagogical work;
• determines the proposal of the general act on the disciplinary responsibility of students;
• governs the conditions and method of enrolling candidates in study programs organized by the "Union - Nikola Tesla" University, i.e. higher education unit;
• determines the proposal of the number of students for enrollment in study programs in the first year of study;
• makes a decision on announcing a competition for enrollment in study programs;
• passes a general act on criteria for determining the amount of school fees and issues an opinion on the amount of school fees for the next school year;
• establishes a proposal for a decision on regular services covered by the tuition fee;
• regulates the conditions and manner of extending the employment relationship of teachers who have reached the age of 65 and have at least 15 years of insurance experience;
• regulates the procedure and conditions for awarding the title of professor emeritus and awards this title;
• conducts the procedure for awarding an honorary doctorate;
• establishes the Proposal for the Statute of the University "Union - Nikola Tesla";
• elects representatives to the "Union - Nikola Tesla" University Conference;
• proposes professional, academic and scientific titles from the respective fields and abbreviations of those titles;
• determines proposals for decisions on issues of the development strategy of the University "Union - Nikola Tesla";
• monitors the international cooperation of the University "Union - Nikola Tesla" and makes appropriate decisions;
• makes decisions on the education and appointment of members of the auxiliary bodies of the Senate, monitors and directs their work;
• decides in the second instance on the procedure regarding the violation of the Code of Professional Ethics
• performs other tasks in accordance with the law, this Statute and the general acts of the University "Union - Nikola Tesla".

STUDENT PARLIAMENT

The Student Parliament is the body of the University "Union - Nikola Tesla", through which students exercise their rights and protect their interests in the higher education institution where they are enrolled, in accordance with the Law, the statute and other general acts of the University "Union - Nikola Tesla" and the faculty. The mandate of members of the student parliament lasts for one year. The Student Parliament performs the following tasks: - elects and dismisses its representatives in the bodies of the University "Union - Nikola Tesla", i.e. the faculties and their professional bodies - passes general acts on its work - establishes working bodies for the preparation of proposals to the bodies of the University "Union - Nikola Tesla" , that is, the faculty in relation to issues within its jurisdiction - takes positions on issues related to ensuring the quality of teaching, the reform of study programs, analysis of study efficiency and determination of the number of ESPB, which will be represented by their representatives in the bodies and professional bodies of which they are members - performs and other tasks in accordance with the Law, the statute and other general acts of the faculty and University "Union - Nikola Tesla".

The dean is the governing body of the integrated faculty. The dean of the integrated faculty is elected from among teachers who are employed full-time for a period of three school years. The dean of the integrated faculty is appointed by the rector. The dean of the integrated faculty does not have a vice-dean.

TEACHING AND SCIENTIFIC COUNCIL

The teaching-scientific council of the integrated faculty is the highest expert body of the faculty. The teaching-scientific council consists of teachers and associates in a permanent working relationship with the University "Union - Nikola Tesla", with full or part-time work, who carry out teaching in the subjects of the study programs.

JURISDICTION

The teaching-scientific council: - adopts regulations on the work of the faculty - proposes to the Senate study programs or parts of integrated study programs from the scope of the faculty - analyzes the success of students and the quality of teaching in the study programs of the faculty and proposes to the competent authorities of the University "Union - Nikola Tesla" measures to achieve what better student success and teaching quality, - monitors the teaching, scientific and professional work and training of teachers and associates who are engaged in subjects within the scope of the faculty and proposes measures to the competent university authorities to maintain a high level or to improve their work - proposes to the university authorities measures to stimulate of students who have shown above-average results in their studies - proposes to the competent authorities of the university a program of scientific and research work from its scope - proposes to the rector a candidate for the dean of the faculty - proposes to the rector the announcement of a competition for the selection of teachers and associates for narrow scientific fields from which teaching is organized at the faculty - performs other tasks in accordance with the general acts of the University "Union - Nikola Tesla" The Dean and Vice-Deans are ex officio members of the Academic Council The dean is the ex officio president of the teaching-scientific council.

CENTERS

The following centers were established at the University "Union - Nikola Tesla":

Center for Quality The Center for Quality defines the strategy and policy of monitoring, ensuring, improving and developing quality, and performs administrative and organizational tasks related to self-evaluation and raising the quality of study programs, teaching and working conditions of "Union - Nikola Tesla" University and higher education units. The expert body of the Center for Quality is the Commission for Quality Assurance, which is appointed by the Senate for a period of three years. The quality assurance committee has a president and members from the ranks of teachers, scientific workers and students from all educational and scientific fields. The manner of work of the Center for Quality is regulated in more detail by a general act of the Senate. University Information System Center The University Information Systems Center (hereinafter: CISU) designs, executes, develops and maintains the information system and performs other tasks related to the construction, operation and development of joint information functions of the University and higher education units as well as their inclusion in other information systems in the country and abroad.

CISU is responsible for the improvement, maintenance and reliable operation of the distance learning system via the Internet. CISU's bodies are: Professional council and administrator. The expert council is appointed by the Senate for a period of three years. The director of CISU is appointed by the rector for a period of three years.

Expert advice:

• proposes the design and implementation of information subsystems for educational, scientific-research, administrative, material-financial and other activities and jobs of the University "Union - Nikola Tesla" and higher education units;
• proposes the development and unifies the procurement of communication equipment, maintenance of the computer network and software packages at the University "Union - Nikola Tesla" and high school units;
• organizes and conducts training for the use of computer equipment; performs other tasks related to information systems and the computer network of the University "Union - Nikola Tesla".

Director of CISU:

• chairs the Expert Council of CISU;
• organizes the work of the CISU and manages it; proposes a work plan and program with the financial support of CISU;
• submits a report on CISU's work to the rector and proposes measures to improve work.

Center for Student Activities Center for Student Activities is an organizational unit of the University "Union - Nikola Tesla" within which:

• provide conditions for different needs of students,
• performs legal protection of students
• they provide various forms of student organization: clubs, sports and other societies, project-organized groups, groups for leading campaigns and promoting initiatives, groups responsible for leading certain professional activities related to information, culture, science, art, sports and the like.
• conditions for organization and work are provided by the Alumni Organization of the graduates of the University "Union - Nikola Tesla". The duties and working methods of the Center for Student Activities are more closely regulated by the general act of the "Union - Nikola Tesla" University Council.
